Van papier naar praktijk. Implementatie van nieuw beleid’

Er is een lerende organisatie nodig om implementatie van beleid levend te houden en te verankeren.  Vele pedagogisch medewerkers vragen zich af, wat het ingezette beleid met hen en hun proces als medewerkers te maken heeft. We bieden 8 instrumenten aan om samenwerking en eigenaarschap van beleid te bevorderen en het teamproces te kunnen begeleiden, met als doel de professionaliteit en kwaliteit van kindercentra te waarborgen.  Een onderzoekende houding blijkt een sleutelcompetentie op individueel en teamniveau te zijn: waar staan we samen voor en wat doen we in de praktijk? Bereiken we alle kinderen? Er is reflectie nodig: zelfreflectie, teamreflectie en kritische reflectie. Beleid in kindercentra te implementeren heeft begeleiding nodig die medewerkers inspireert en enthousiasmeert voor de uitvoering van hun pedagogische opdracht. Een lerende organisatie creëert condities voor dialoog in teams. De instrumenten die we aanbieden zijn samen met het veld en met internationale ondersteuning ontwikkeld en staan beschreven in de recente publicatie Permanent leren. Van zelfreflectie naar teamreflectie (Van Keulen & del Barrio Saiz, 2010).

In order for young children to learn a democratic way of life, they need to have the opportunities to practise this way of thinking and acting with peers and adults. Childcare centres, schools and other community settings can provide these important learning opportunities.  This was the starting point for the project,  ‘The childcare centre and school as space for democratic practice’ (2009-20011), which is being lead by Bureau MUTANT and Eduniek in the Netherlands, with research support from the Centre for Equity and Innovation in Early Childhood at the University Melbourne in Australia. The Bernard van Leer Foundation supported the project.

The key aim of this action-training research project is to create spaces where every child, educator and manager has a voice and are listened to and young children are taken seriously as citizens in the here and now. For this aim four large childcare providers and two integrated schools in multi-ethnical areas in Amsterdam, Rotterdam, Utrecht, and Veghel have been participating in this project over the past two years. Action research is a way to change social practices, by systematically reflecting - doing and reflecting again. Educators have been encouraged to reflect critically on their practice and to trust in children’s competencies. Educators and managers were introduced to an action research cycle in the first year, by taken them step by step trough the four phases of the cycle: choosing a topic, which they would like to change in their practice and to work /experiment during the project (phase 1); planning the change, which are the first steps/activities,  what is needed, who will be involved (phase 2); creating the change together with children and documenting the process and the results (phase 3); sharing what has been learnt and reflecting on it (phase 4), in order to elaborate new (action-research) questions to improve the praxis . The university of Melbourne supervised and evaluated the research section through two surveys at the beginning  and the end of the action research cycle. Pedagogical themes and practices being promoted are participation and decision-making, responsibility for the group and community, conflict solving and respect for diversity.

In the presentation we will share the emerging results: the impact on the children, educators and participating organisations. The results show that children’s sense of responsibility and their autonomy has increased. Creativity and problem solving has also been enhanced. They have also improved their listening skills and their willingness to help each other.  Social solidarity is valued. Children feel welcome and respected – they matter. Children also discover that there are positive expectations of them, in relation to themselves and to others. Educators have extended their capacity to critically reflect on their understandings of children’s capacities and their role in supporting democratic practice in the everyday classroom which has brought new enthusiasm and engagement with children and co-educators.
